I’m really not sure what this means.  Maybe there’s a power line (a “lightning” wire, perhaps?) below that would react unpleasantly to a shovel.  Another suggestion was that maybe the soil is there as part of a lightning rod setup, so there’s somewhere for the charge to go after a lightning strike to the pole.
